Don't link into nasty neighborhoods.
A 'nasty neighborhood' is a link farm. As mentioned already, a link farm is a network of sites that link themselves together for SEO purposes. Google considers this to be search engine spam and has been de-ranking and removing link farms from their index as quickly as they can find them. They're especially harsh on the ones that charge money to have links listed.
If a link farm asks you to add a link to their site, just say NO!
